    This is a nearly impossible question to answer without data that is nearly impossible to obtain ignoring clothing. You need to know the velocity of the objects, the frequency of rainfall intensity changes, magnitudes, wind speed at every instant thats drives rainfall angle, and so on. I say the answer is

    You cant fight mother nature. Saturation is saturation.

    if it just a simple question of who gets wetter the runner or the walker

    it is the runner......and I will bet on it.....

    The runner's velocity will get him out of the storm and into a dry area faster than the walker thus leaving the walker in the rain area for a longer time. This would make the walker wetter. (you never said the rain area was infinite) :)

    Does the distance and athletic ability make any difference?

    If Carl Lewis sprinted 100 meters and I followed him walking the same course I should be the one who is more soaked.

    But I know that you are going to tell me different.

    Either one could be correct...

    Without more information you could answer correctly with either one of them.

    What if both the runner and walker were inside?

    What if your talking percentage of water to measure wetness, in which case the bigger person would be the wettier of the two.

    What if one had a water proof suit and hardly got wet at all?

    See my point, without knowing we can argue winning points for both sides, using "What if"!

    You state it is raining, but you never state the runner and walker are in the rain. That is just an assumption on our part. I say the runner gets wetter because they sweat more.:D

    The least wet option is...

    ...running. Or walking. Depends on who you believe. This problem has been extensively studied using mathematical models and actual experimentation and there doesn't appear to be absolute agreement on the correct answer. My scan of the available literature seems to show more in favour of running than walking but I wasn't scientific about it.

    If you wish to review some different resources simply google "running walking raining" and see what comes up.
